About Suzy

A native of Foster City, Suzy is the daughter of a Fire Protection Engineer and teacher/homemaker who moved their 3 children to Foster City in 1965 before Suzy was born. She attended Audubon Elementary School, Bowditch Middle School and Notre Dame Belmont High School. Suzy began dancing at 3 years old at the Hillbarn Theatre and took countless dance classes at the Foster City Recreation Center. Suzy can honestly say she has seen Foster City grow from mounds of crushed seashell to developments like the Edgewater shopping center, complete with a movie theatre and beautiful restaurant on the water. Foster City was and is a great place to grow up.

Suzy received her Bachelor of Science degree in Business Finance from California State University Sacramento and her MBA from California State University San Jose. She began working for the City of Mountain View in 1989 as an Intern in the Finance Department and served 12 years as the Assistant Finance and Administrative Services Director, managing the Budget, Investments, Revenue, and Accounting Sections of the Department before retiring in 2021.

Suzy and her husband, Jamie Cavagnaro, met in Mountain View where Jamie was born and raised. In 2003 they decided to move to Suzy’s hometown Foster City to raise their two children, and quickly became involved in youth sports and the community.

  • Team treasurer for Peninsula Youth Soccer Club for 3 years

  • 14 years volunteering with her husband in his work as a member of the Rotary Club of Foster City

Suzy has deep roots in Foster City and wants to see it continue to thrive with our beautiful parks, recreation, outstanding schools, and strong sense of community. She believes it is important for the City to be fiscally sound with a structurally balanced operating budget. Suzy believes it is important for the City’s leaders to collaboratively set clear policy and direction to staff to accomplish goals and complete projects in a timely manner.

Viewpoints

Passionate about Foster City, but not a political person, Suzy is just a resident of Foster City who wants to help keep Foster City moving forward in a fiscally sound manner.  With her background in local municipal finance, she believes she can work collaboratively with Council and staff to come up with creative solutions to get back on track to a structurally balanced budget.  She will consider issues facing the City from a fiscal responsibility viewpoint, and with input from the residents of Foster City what is in the best interest for the Community.

Fiscal Responsibility

Suzy has collaboratively managed and prepared over 30 City of Mountain View budgets, with the direction of City Management and City Council, through numerous downturns in the economy, through the unprecedented effect Covid-19 had on revenues, and through many labor negotiations. Suzy has been taught and believes that a structurally balanced operating budget and addressing outstanding liabilities are crucial to the fiscal health of a City. There are challenges ahead that will take time to work through. Suzy is up to the challenge.

Schools

It is important that Foster City has a voice on our school boards, and work collaboratively with the school boards and cities within our district to ensure equitable representation.

Parks and Recreation

Foster City’s parks, recreation. and waterways are what set Foster City apart. Because they are important services to the community, they represent the second largest expenditure of the General Fund following public safety. The Recreation Center replacement project is part of the master plan and has been in the works for many years. Suzy believes the new Recreation Center is important to the community. The cost of the project continues to rise with inflation, and unfortunately, this project is now getting underway at a time when the budget is not structurally balanced. It will be important to generate increased revenue from the Recreation Center when the project is complete and to look at other revenue sources to “repay” reserves over time.
